Route designed by Eric Fergusson in May 2009. It was originally called "VanWack". The "Express" designation is meant to distinguish it from "Wack & Back" (Permanent #113) which is a more leisurely, quiet roads version of the route with the same start and turn around controls. (It is 255 km.)
